Özet

A working group of the Merchant Marine Personnel Advisory Committee (MERPAC) will meet to work on Task Statement 71 concerning review of the Knowledge, Understanding and Proficiency (KUP) tables for deck and engineer officers listed in the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978 as amended, for alignment with the Coast Guard examination topic tables. This meeting will be open to the public.

Safety Zones; Annual Events Requiring Safety Zones in the Captain of the Port Lake Michigan Zone

The Coast Guard will enforce the safety zone for Events at Lakeshore State Park, Milwaukee, WI, on a portion of Lake Michigan in Milwaukee, WI, for a series of dates in June, July, and August 2026. This action is intended to protect personnel, vessels, and the marine environment from potential hazards created by multiple fireworks and drone shows. During the enforcement period listed below, entry into, transiting, or anchoring within the safety zone is prohibited unless authorized by the Captain of the Port Lake Michigan or a designated representative.

Safety Zone; Cheboygan River, Cheboygan, MI

The Coast Guard is establishing a temporary safety zone for navigable waters on the Cheboygan River from the Cheboygan Lock & Dam Complex to the Lincoln Bridge. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards associated with work to repair the safety cable and spillway gates damaged from flood waters. Extension of Lebanon Designation for Temporary Protected Status

The designation of Lebanon for Temporary Protected Status (TPS), which was set to expire on May 27, 2026, is automatically extended to November 27, 2026. Under the TPS statute, if the Secretary does not determine whether a foreign state continues to meet the conditions for designation for TPS at least 60 days before the expiration of the country's current TPS designation, the period of designation is automatically extended for six months. Rapidly unfolding events in Lebanon in March 2026 impacted the Department's ability to conduct a thorough review of prevailing country conditions for the Secretary's timely consideration and determination.

Special Local Regulation; Detroit River, MI

The Coast Guard is establishing a temporary special local regulation (SLR) for certain navigable waters of the Detroit River. The SLR is needed to protect personnel, vessels, and the marine environment from potential hazards created during a rowing regatta on June 27, 2026.
