The Department publishes this guidance, dated August 7, 2020, pursuant to a memorandum from the Office of Management and Budget (OMB) directing all grant administering agencies to publish policies detailing how they will administer Federal Grants in compliance with Executive Order 13798, titled "Promoting Free Speech and Religious Liberty," the Attorney General's October 6, 2017 Memorandum on Federal Law Protections for Religious Liberty, and OMB's Memorandum.
