Request for Comments on Operation of the Caribbean Basin Economic Recovery Act and the Caribbean Basin Trade Partnership Act

Özet

The Trade Policy Staff Committee (TPSC) is seeking comments on the operation of the Caribbean Basin Economic Recovery Act (CBERA), as amended by the Caribbean Basin Trade Partnership Act (CBTPA) (19 U.S.C. 2701 et seq.). Section 212(f) of the CBERA, as amended, requires the United States Trade Representative to submit a report to Congress regarding the operation of the CBERA and CBTPA (together commonly referred to as the Caribbean Basin Initiative, or CBI) on or before December 31, 2017. The TPSC invites written comments concerning the operation of the CBI, including the performance of each CBERA and CBTPA beneficiary country under the criteria described in sections 212(b), 212(c), and 213(b)(5)(B) of CBERA, as amended. The TPSC will use this information to prepare the report to Congress on the operation of the program.

Request for Comments and Notice of Public Hearing Concerning the Annual Review of Country Eligibility for Benefits Under the African Growth and Opportunity Act for Calendar Year 2027

USTR is announcing the initiation of its 26th annual review of the eligibility of sub-Saharan African countries to receive the benefits of the current African Growth and Opportunity Act (AGOA), if reauthorized, for calendar year 2027. USTR is requesting written comments for this review and will conduct a public hearing on this matter. In developing its recommendations on AGOA country eligibility for calendar year 2027, USTR, in coordination with the AGOA Implementation Subcommittee of the Trade Policy Staff Committee (AGOA TPSC Subcommittee), will consider written comments, written testimony, and oral testimony.

Initiation of Section 301 Investigation; Hearing; and Request for Public Comments: Germany's Persistent Underpayment for Innovative Pharmaceutical Products

The United States Trade Representative (U.S. Trade Representative) has initiated an investigation pursuant to the Trade Act of 1974, as amended (Trade Act), with respect to Germany's persistent underpayment for innovative pharmaceutical products. Request for Comments and Public Hearing About the Administration's Action Following a Determination of Import Injury With Regard to Quartz Surface Products (QSP)

On April 1, 2026, the United States International Trade Commission (USITC) determined that quartz surface products (QSP) are being imported into the United States in such increased quantities as to be a substantial cause of serious injury, or the threat thereof, to the domestic industry producing an article that is like or directly competitive with the imported article. The Commissioners who voted in the affirmative are now conducting a process to recommend a safeguard measure for the President. The Office of the United States Trade Representative (USTR), on behalf of the Trade Policy Staff Committee (TPSC), is announcing a process so that, once the USITC makes its recommendation and issues its report to the President, domestic producers, importers, exporters, and other interested parties subsequently may submit their views and evidence on the appropriateness of the recommended safeguard measure. USTR also invites interested parties to participate in a public hearing regarding this matter.

Notice of Extended Deadline for Written Responses to the Initial Round of Comments About the Administration's Action Following a Determination of Import Injury With Regard to Quartz Surface Products (QSP)

On May 15, 2026, the Office of the United States Trade Representative (USTR), on behalf of the Trade Policy Staff Committee (TPSC), published in the Federal Register a process by which domestic producers, importers, exporters, and other interested parties may submit views and evidence on the appropriateness of the safeguard measure recommended by the United States International Trade Commission (USITC) with respect to its determination that quartz surface products (QSP) are being imported into the United States in such increased quantities as to be a substantial cause of serious injury, or the threat thereof, to the domestic industry producing an article that is like or directly competitive with the imported article. Because of technical difficulties associated with posting documents to the docket, USTR is extending the deadline for filing responses to the initial round of comments until June 10, 2026, at 5:00 p.m. EST. In addition, USTR is notifying interested parties of the start time for the public hearing.

Request for Comments on the Scope and Operation of a Mechanism To Promote Reciprocal Managed Trade With China

USTR invites comments from interested parties to inform the development of negotiations with China aimed at optimizing bilateral trade in non-sensitive products in order to promote reciprocity and balance in the U.S.-China trade relationship. In particular, comment is sought on the types of non-sensitive products that would benefit from favorable tariff modifications by both sides, and considerations around the design of a new government-to-government mechanism--a U.S.-China Board of Trade--to manage bilateral trade optimization on an ongoing basis.
