USTR invites comments from interested parties to inform the development of negotiations with China aimed at optimizing bilateral trade in non-sensitive products in order to promote reciprocity and balance in the U.S.-China trade relationship. In particular, comment is sought on the types of non-sensitive products that would benefit from favorable tariff modifications by both sides, and considerations around the design of a new government-to-government mechanism--a U.S.-China Board of Trade--to manage bilateral trade optimization on an ongoing basis.

Request for Comments on the Modernization of the African Growth and Opportunity Act (AGOA)

The Office of the United States Trade Representative (USTR) invites comments from interested parties to inform the development of trade policy recommendations on the modernization of the African Growth and Opportunity Act (AGOA), which is authorized through December 31, 2026. As part of forthcoming Congressional consideration of AGOA reauthorization, USTR will provide recommendations to Congress on reforms and modernizations to AGOA to ensure the program meets the needs of American workers and businesses, advances U.S. national security and economic security goals, optimizes balanced bilateral trade flows with beneficiary countries, and provides a path for reciprocal trade agreements with the more advanced countries as they develop and graduate from the program.

Request for Comments and Public Hearing About the Administration's Action Following a Determination of Import Injury With Regard to Quartz Surface Products (QSP)

On April 1, 2026, the United States International Trade Commission (USITC) determined that quartz surface products (QSP) are being imported into the United States in such increased quantities as to be a substantial cause of serious injury, or the threat thereof, to the domestic industry producing an article that is like or directly competitive with the imported article. The Commissioners who voted in the affirmative are now conducting a process to recommend a safeguard measure for the President. The Office of the United States Trade Representative (USTR), on behalf of the Trade Policy Staff Committee (TPSC), is announcing a process so that, once the USITC makes its recommendation and issues its report to the President, domestic producers, importers, exporters, and other interested parties subsequently may submit their views and evidence on the appropriateness of the recommended safeguard measure. USTR also invites interested parties to participate in a public hearing regarding this matter.

Notice of Extended Deadline for Written Responses to the Initial Round of Comments About the Administration's Action Following a Determination of Import Injury With Regard to Quartz Surface Products (QSP)

On May 15, 2026, the Office of the United States Trade Representative (USTR), on behalf of the Trade Policy Staff Committee (TPSC), published in the Federal Register a process by which domestic producers, importers, exporters, and other interested parties may submit views and evidence on the appropriateness of the safeguard measure recommended by the United States International Trade Commission (USITC) with respect to its determination that quartz surface products (QSP) are being imported into the United States in such increased quantities as to be a substantial cause of serious injury, or the threat thereof, to the domestic industry producing an article that is like or directly competitive with the imported article. Because of technical difficulties associated with posting documents to the docket, USTR is extending the deadline for filing responses to the initial round of comments until June 10, 2026, at 5:00 p.m. EST. In addition, USTR is notifying interested parties of the start time for the public hearing.

Initiation of Section 301 Investigation and Request for Public Comments: Vietnam's Acts, Policies, and Practices Related to Intellectual Property Protection and Enforcement

Pursuant to section 182(a)(2) of the Trade Act of 1974, as amended (Trade Act), the U.S. Trade Representative (Trade Representative) identified Vietnam as a priority foreign country due to Vietnam's denial of adequate and effective protection of intellectual property (IP) rights and its denial of fair and equitable market access to persons that rely on IP protection. Pursuant to section 302(b)(2) of the Trade Act, the Trade Representative is initiating a Section 301 investigation of the acts, policies, and practices of the Government of Vietnam related to IP protection and enforcement that resulted in the identification of Vietnam as a priority foreign country. The Office of the U.S. Trade Representative (USTR) proposes to determine that these acts, policies, and practices are actionable under section 301(b). USTR invites interested persons to submit written comments concerning the issues covered in the investigation.

Notice of Determinations and Request for Comments Concerning Actions in Section 301 Investigations of Acts, Policies, and Practices of Various Economies Related to the Failure To Impose and Effectively Enforce a Prohibition on the Importation of Goods Produced With Forced Labor

On March 12, 2026, the United States Trade Representative (Trade Representative) initiated 60 investigations related to the failure of various economies to impose and effectively enforce a prohibition on the importation of goods produced with forced labor. The Trade Representative has determined that 54 of the investigated economies have failed to impose and effectively enforce a forced labor import prohibition. The Trade Representative has determined that six of the investigated economies have failed to effectively enforce a forced labor import prohibition. The Trade Representative has determined that the failure of each of the investigated economies to impose and effectively enforce a force labor import prohibition is unreasonable and burdens or restricts U.S. commerce. As a result of the findings in each investigation, the Trade Representative proposes that appropriate action includes additional duties on all products of the investigated economies, except as provided in Annex A to this Notice. For economies that impose a forced labor import prohibition; have taken on commitments related to forced labor import prohibitions through an Agreement on Reciprocal Trade; or have imposed

Notice of Continuation and Request for Nominations for the Advisory Committee for Trade Policy and Negotiations

The Office of the United States Trade Representative (USTR), pursuant to section 4(d) of Executive Order 11846 of March 27, 1975, section 135(b) of the Trade Act of 1974 (19 U.S.C. 2155(c)(1)) as amended, and the Federal Advisory Committee Act (5 U.S.C. App. II), expects to establish a new four-year charter term and is accepting applications from qualified individuals interested in serving as a member of the Advisory Committee for Trade Policy and Negotiations (ACTPN). The ACTPN is a trade advisory committee that provides general policy advice and guidance to the U.S. Trade Representative on trade policy.
