The Commission proposes to amend the flammability standards for carpets and rugs and for small carpets and rugs by revising the laundering procedure specified in those standards. The laundering procedures help assure that any fire retardant treatment used on carpets or on fibers used in the manufacture of carpets will not be removed or degraded by cleaning, thereby creating a flammability hazard. The Commission is proposing these amendments because the detergent specified by the existing laundering procedure is no longer available and the operating characteristics of the washing and drying machines required by that procedure are no longer representative of machines now used for home laundering.

Safety Standard for Lithium-Ion Batteries Used in Micromobility Products and Electrical Systems of Micromobility Products Containing Such Batteries

The U.S. Consumer Product Safety Commission (CPSC) issues this notice of proposed rulemaking (NPR) to address the unreasonable risk of death and injury associated with lithium-ion batteries used in micromobility products due to hazards such as thermal runaway of lithium cells, which can lead to fires, explosions, gas releases, burns, overheating, and smoke inhalation. The NPR proposes that electrical systems using lithium-ion batteries in micromobility products comply with applicable voluntary standards, with modifications. Because some micromobility products are children's products requiring third party testing, the NPR also proposes to add this rule to the list of rules that require such testing.

As required by the Paperwork Reduction Act of 1995 (PRA), the Consumer Product Safety Commission (CPSC or Commission) requests comments on a proposed extension of approval of information collection requirements associated with the Standard for the Flammability of Clothing Textiles and the Standard for the Flammability of Vinyl Plastic Film. The Office of Management and Budget (OMB) previously approved this collection of information under control number 3041-0024. OMB's most recent extension of approval will expire on October 31, 2026. The Commission will consider all comments received in response to this notice before requesting an extension of this collection of information from OMB.

Notice of Commission Determination Regarding Technological Feasibility of Lead Content Reduction

As required by the Consumer Product Safety Improvement Act, the Consumer Product Safety Commission (Commission or CPSC) has evaluated whether to revise lead limits for children's products and paints or similar surface-coating materials, including toys and other articles intended for use by children and furniture articles for consumer use, that bear lead-containing paint. The Commission has determined that current regulations already require the lowest amount of lead that is technologically feasible to achieve. Therefore, the Commission is not revising these lead limits at this time.

Safety Standard for Full-Size Baby Cribs

In 2010, the U.S. Consumer Product Safety Commission (Commission or CPSC) published a consumer product safety standard for full-size baby cribs under section 104 of the Consumer Product Safety Improvement Act of 2008 (CPSIA). The standard incorporated by reference ASTM F1169-10, Standard Consumer Safety Specification for Full-Size Baby Cribs, with modifications. In 2019, the standard was updated to incorporate by reference ASTM F1169-19. The CPSIA sets forth a process for updating mandatory standards for durable infant or toddler products that are based on a voluntary standard, when a voluntary standards organization revises the standard. Consistent with the CPSIA update process, this direct final rule updates the mandatory standard for full-size baby cribs to incorporate by reference ASTM's 2025 version of the voluntary standard.

Safety Standard for Portable Hook-On Chairs

In March 2016, the U.S. Consumer Product Safety Commission (CPSC or Commission) published a consumer product safety standard for portable hook-on chairs based on the ASTM voluntary standard for portable hook-on chairs. Currently, CPSC's mandatory standard incorporates by reference ASTM F1235-18, Standard Consumer Safety Specification for Portable Hook-on Chairs. The Consumer Product Safety Improvement Act of 2008 (CPSIA) sets forth a process for updating mandatory standards for durable infant or toddler products that are based on a voluntary standard, when a voluntary standards organization revises the standard. In January 2026, ASTM published a revised voluntary standard. This direct final rule updates the mandatory standard for portable hook-on chairs to incorporate by reference the 2025 version of ASTM F1235.
