The Commission proposes to amend the flammability standards for carpets and rugs and for small carpets and rugs by revising the laundering procedure specified in those standards. The laundering procedures help assure that any fire retardant treatment used on carpets or on fibers used in the manufacture of carpets will not be removed or degraded by cleaning, thereby creating a flammability hazard. The Commission is proposing these amendments because the detergent specified by the existing laundering procedure is no longer available and the operating characteristics of the washing and drying machines required by that procedure are no longer representative of machines now used for home laundering.

Safety Standard for Lithium-Ion Batteries Used in Micromobility Products and Electrical Systems of Micromobility Products Containing Such Batteries

The NPR proposes that electrical systems using lithium-ion batteries in micromobility products comply with applicable voluntary standards, with modifications. Because some micromobility products are children's products requiring third party testing, the NPR also proposes to add this rule to the list of rules that require such testing.

Revocation of Obsolete Rules Regarding Infant Bouncer Seats and Stationary Activity Centers

The U.S. Consumer Product Safety Commission (Commission or CPSC) is reviewing its regulations to reduce regulatory burdens and costs. Pursuant to this review, CPSC has identified two rules concerning infant bouncer seats and stationary activity centers that are now obsolete because those products are subject to newer, more comprehensive mandatory safety standards issued by the Commission. This direct final rule removes the obsolete provisions to eliminate unnecessary duplication and improves regulatory clarity for manufacturers, testing laboratories, regulators, and the public. This action does not eliminate or reduce any mandatory federal safety standard applicable to infant bouncer seats or stationary activity centers. Both product categories will remain subject to the Commission's mandatory safety standards.

Notice of Commission Determination Regarding Technological Feasibility of Lead Content Reduction

As required by the Consumer Product Safety Improvement Act, the Consumer Product Safety Commission (Commission or CPSC) has evaluated whether to revise lead limits for children's products and paints or similar surface-coating materials, including toys and other articles intended for use by children and furniture articles for consumer use, that bear lead-containing paint. The Commission has determined that current regulations already require the lowest amount of lead that is technologically feasible to achieve. Safety Standard for Full-Size Baby Cribs

In 2010, the U.S. Consumer Product Safety Commission (Commission or CPSC) published a consumer product safety standard for full-size baby cribs under section 104 of the Consumer Product Safety Improvement Act of 2008 (CPSIA). The standard incorporated by reference ASTM F1169-10, Standard Consumer Safety Specification for Full-Size Baby Cribs, with modifications. In 2019, the standard was updated to incorporate by reference ASTM F1169-19. The CPSIA sets forth a process for updating mandatory standards for durable infant or toddler products that are based on a voluntary standard, when a voluntary standards organization revises the standard. Consistent with the CPSIA update process, this direct final rule updates the mandatory standard for full-size baby cribs to incorporate by reference ASTM's 2025 version of the voluntary standard.
