Resumo

The Nuclear Regulatory Commission (NRC) is conducting an enhanced participatory rulemaking on establishing the radiological criteria for the decommissioning of NRC-licensed facilities. The Commission has enhanced the participation of affected interests in the rulemaking by soliciting commentary from these interests on the rulemaking issues before the staff developed the draft proposed rule. This document announces the availability of the staff's draft proposed rule as well as a summary of the comments provided to the NRC in response to its enhancement efforts.

Draft Regulatory Guide: Assessing Public Health Risk Associated With Chemical Hazards of Licensed Material

The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment a draft Regulatory Guide (DG), DG-1444, proposed Regulatory Guide (RG) 1.264, "Assessing Public Health Risk Associated with Chemical Hazards of Licensed Material." In Situ Recovery Monitoring and Decommissioning Timeliness

The U.S. Nuclear Regulatory Commission (NRC) proposes to amend its regulations that govern the licensing of uranium mills and the disposition of tailings and waste that arise from the extraction and milling of uranium by issuing risk-informed requirements for groundwater protection at uranium in situ recovery (ISR) facilities. The NRC's current regulations are focused on conventional uranium milling and do not expressly address uranium extraction by the ISR process. Additionally, NRC proposes to amend its regulations that govern decommissioning timeliness for all licensees to provide additional flexibility for licensees to delay the initiation of decommissioning activities in situations where safety would not be impacted.

Draft Interim Staff Guidance: Evaluations of Risk Assessments for Risk-Informed Decision-Making for Regulatory Applications

The U.S. Nuclear Regulatory Commission (NRC) is soliciting public comment on its draft Interim Staff Guidance (ISG), OAR/DARP-ISG- 2026-XX, "Evaluations of Risk Assessments for Risk-Informed Decision- Making for Regulatory Applications." If finalized, this ISG will provide guidance to the staff for reviewing systematic risk assessment methods, including probabilistic risk assessments (PRAs) and other systematic risk evaluations (SREs). This ISG will supplement existing guidance to facilitate the staff's understanding of the uses of risk information in regulatory applications and application of principles of risk-informed decision-making.

SMR, LLC; Palisades SMR, LLC; Pioneer Units 1 and 2; Environmental Assessment and Finding of No Significant Impact

The U.S. Nuclear Regulatory Commission (NRC) is issuing an environmental assessment (EA) and finding of no significant impact (FONSI) for an exemption requested by SMR, LLC on behalf of Palisades SMR, LLC (Palisades SMR), associated with certain excavation support activities for the proposed dual-unit SMR-300 plant, Pioneer Units 1 and 2, at the Palisades Energy Center in Covert, Michigan. Specifically, Palisades SMR is requesting an exemption, pursuant to NRC regulations, to allow for construction of support of excavation (SOE) walls during SMR-300 excavation and prior to issuance of a Limited Work Authorization (LWA), if approved. Based on the analyses presented in the EA, the NRC staff determined that there would be no significant environmental impacts associated with granting the requested exemption.

Perma-Fix Northwest Richland, Inc.; Export License Amendment Application

The U.S. Nuclear Regulatory Commission (NRC) is considering approval of an export application, received on June 17, 2026, from Perma-Fix Northwest Richland, Inc. (Perma-Fix). In the application, Perma-Fix seeks to amend and renew existing license, XW025, authorizing the export of radioactive waste to Italy. The NRC is providing notice of the opportunity to comment, request a hearing, and petition for leave to intervene on Perma-Fix's application. This action will renew the existing export license for an additional 5 years to expire on May 31, 2031, and amend the existing export license to increase the total volume of waste from 10,000 kilograms (Kgs) to 30,000 Kgs. kilograms.

Biweekly Notice;

Pursuant to section 189a.(2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration (NSHC), notwithstanding the pendency before the Commission of a request for a hearing from any person.
