This final rule expands the Board of Immigration Appeals (Board) to eighteen permanent members, including sixteen Board Members, a Chairman, and a Vice Chairman. This rule also recognizes the position of Deputy Director in the organizational hierarchy of the Executive Office for Immigration Review.
