Streszczenie

This notice announces that on October 13, 2010, the EPA issued a determination that the proposal to modify the Encina Power Station is not subject to the Prevention of Significant Deterioration (PSD) permit program under the Clean Air Act (CAA). This modification is for constructing the Carlsbad Energy Center Project, a proposed natural gas-fired power plant, at the existing Encina Power Station in the city of Carlsbad in San Diego County, California. EPA reviewed applicability for the criteria pollutants expected to be affected by the modification, including nitrogen oxides, carbon monoxide, particulates, volatile organic compounds, and sulfur oxides.

Significant New Use Rules on Certain Chemical Substances (25-1.5e)

EPA is issuing significant new use rules (SNURs) under the Toxic Substances Control Act (TSCA) for certain chemical substances that were the subject of premanufacture notices (PMNs) and are also subject to an Order issued by EPA pursuant to TSCA. The SNURs require persons to notify EPA at least 90 days before commencing the manufacture (defined by statute to include import) or processing of any of these chemical substances for an activity that is designated as a significant new use in the SNUR. The required notification initiates EPA's evaluation of the conditions of that use for that chemical substance. In addition, the manufacture or processing for the significant new use may not commence until EPA has conducted a review of the required notification; made an appropriate determination regarding that notification; and taken such actions as required by that determination.

Air Plan Approval; Michigan; Determination of Attainment by the Attainment Date for the 2015 Ozone Standards

The Environmental Protection Agency (EPA) is proposing to determine under the Clean Air Act (CAA) that the Detroit, Michigan nonattainment area ("Detroit area" or "area") attained the 2015 ozone National Ambient Air Quality Standards (NAAQS) by the applicable attainment date. This determination relies on the EPA's concurrence on an exceptional events request submitted by the Michigan Department of Environment, Great Lakes, and Energy (EGLE) on February 19, 2026, and concurred on by the EPA on March 24, 2026. Therefore, the EPA is proposing to take final agency action on Michigan's exceptional events request. This action, if finalized, will fulfill the EPA's statutory obligation to determine whether the Detroit area attained the 2015 ozone NAAQS by the Moderate attainment date of August 3, 2024.

Phasedown of Hydrofluorocarbons: Excluding Road and Intermodal Container Transport Refrigeration Units From the Hydrofluorocarbon Leak Repair Requirements

The U.S. Environmental Protection Agency (EPA) is proposing an exemption for road and intermodal container transport refrigeration units (TRUs) from the leak repair requirements established under the American Innovation and Manufacturing (AIM) Act. In the final rule "Phasedown of Hydrofluorocarbons: Management of Certain Hydrofluorocarbons and Substitutes Under the American Innovation and Manufacturing Act of 2020," the EPA established, among other provisions, leak repair requirements for refrigerant-containing appliances with a charge size of 15 pounds or more that contain a hydrofluorocarbon (HFC) or certain substitutes for HFCs. The EPA intended to exempt refrigerant-containing road and intermodal container TRUs from the leak repair requirements and is issuing this proposal to clarify the applicability of these requirements. The EPA is not proposing other amendments or taking comment on any other aspects of the 2024 "Phasedown of Hydrofluorocarbons: Management of Certain Hydrofluorocarbons and Substitutes Under the American Innovation and Manufacturing Act of 2020."

Administracja Eko-ochrony (EPA) zakończyła proces przyjęcia planu stanowego prowadzonego przez Stany Zjednoczone w Karolinie Południowej, poprzez Departament Zdrowia i Kontroli Środowiska Karoliny Południowej (SC DHEC), w dniu 19 grudnia 2014 roku, i uzupełniony 17 września 2018 roku, 19 czerwca 2019 roku i 5 listopada 2019 roku, w celu wdrożenia i wdrożenia wytycznych dotyczących emisji (EG) zastosowanych do istniejących jednostek spalania odpadów szlachetnych i przemysłowych (CISWI). Plan stanu określa wdrożenie i wdrożenie wytycznych EG, zakończonych przez EPA 23 czerwca 2016 roku, zastosowanych do istniejących CISWI, dla których budowa zaczęła się lub zakończyła po lub przed 4 czerwca 2010 roku, lub dla których zakończenie budowy zakończyło się po lub przed 7 sierpnia 2013 roku. Plan stanu również wchodzi w skład wytycznych CISWI, ukończonych przez EPA 16 kwietnia 2019 roku. Phasedown of Hydrofluorocarbons: Allocation of 2026 Production and Consumption Allowances Set Aside for Metered Dose Inhalers

The Environmental Protection Agency (EPA) is providing notice that the Agency allocated hydrofluorocarbon (HFC) set-aside allowances to general pool production and consumption allowance holders. For the calendar year 2026 allocation of HFC allowances, the EPA withheld a limited number of allowances from all general pool allowance holders. These allowances were set aside to accommodate unforeseen HFC needs for metered dose inhaler (MDI) end users. Entities that use HFCs as a propellant in MDIs had until April 30, 2026, to apply for these allowances, and the EPA received no applications. Accordingly, the EPA allocated all of the set-aside allowances pro rata amongst general pool allowance holders. This notice is announcing that allocation.
