The Department of State issued a Presidential Permit to Plains LPG Services, L.P. ("Plains LPG") on May 23, 2014, authorizing Plains LPG to connect, operate, and maintain existing pipeline facilities ("Detroit River Pipeline") it acquired at the border of the United States and Canada as a carrier for the transport of petroleum, petroleum products, and other liquid hydrocarbons between the United States and Canada.
