Diamond Sawblades and Parts Thereof From the Republic of Korea: Preliminary Results of Antidumping Duty Administrative Review

The Department of Commerce ("Department") is conducting an administrative review of the antidumping duty order on diamond sawblades and parts thereof ("diamond sawblades") from the Republic of Korea ("Korea"). The period of review is January 23, 2009, through October 31, 2010. This review covers imports of diamond sawblades from three manufacturers/exporters: Ehwa Diamond Industrial Co., Ltd. ("Ehwa"); Hyosung D&P Co., Ltd. ("Hyosung"); and Shinhan Diamond Industrial Co., Ltd. ("Shinhan"). The Department preliminarily finds that Shinhan and Ehwa made sales of the subject merchandise below normal value. For Hyosung, we have determined to apply adverse facts available as a result of its failure to provide the information necessary to determine an antidumping duty rate for the preliminary results and its failure to provide information within the deadlines established by the Department. Pursuant to an order issued by the U.S. Court of International Trade ("CIT") on October 24, 2011, liquidation of the entries covered by this administrative review is enjoined.
