In accordance with the Privacy Act of 1974, the Department of Homeland Security proposes to update and reissue an existing Department of Homeland Security system of records titled, "Department of Homeland Security/United States Coast Guard--020 Substance Abuse Prevention and Treatment Program System of Records."
