On August 30, 2002, the Department of Commerce published in the Federal Register the Final Affirmative Countervailing Duty Determination and Final Negative Critical Circumstances Determination: Carbon and Certain Alloy Steel Wire Rod from Brazil, 67 FR 55805. On September 3, 2002, the Government of Brazil, Companhia Siderurgica Belgo-Mineira, and Gerdau S.A. filed allegations of ministerial errors; on September 9, 2002, the petitioners filed a response to the allegations. Based on our review of the comments received from all parties regarding potential ministerial errors, we have revised the estimated countervailing duty rate for Gerdau S.A., as well as the "All Others" rate. The revisions to the estimated countervailing duty rates are listed below in the "Amended Final Determination" section.
