This document amends selected Federal Information Resources Management Regulation (FIRMR) provisions to ensure the currency and relevancy of the FIRMR. It is issued in accordance with Executive Order 12866 of September 30, 1993, which requires agencies to periodically review their significant regulations to determine whether they should be modified or eliminated. This rule makes a number of changes to the FIRMR. Information Collection; Nondiscrimination in Federal Financial Assistance Programs, GSA Forms 3702 and 3702R

Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat Division will be submitting to the Office of Management and Budget (OMB) a request to review and approve a revision to an existing information collection requirement regarding OMB Control No. 3090-0310; Nondiscrimination in Federal Financial Assistance Programs, GSA Forms 3702 and 3702R. This information is needed to facilitate nondiscrimination in GSA's Federal financial assistance programs, consistent with Federal civil rights laws and regulations that apply to recipients of Federal financial assistance.

General Services Administration Property Management Regulation (GSPMR): Nondiscrimination in Programs Receiving Federal Financial Assistance

The General Services Administration (GSA) revises its regulations implementing Title VI of the Civil Rights Act of 1964 (Title VI) and moves those regulations from the Federal Property Management Regulations (FPMR) to the General Services Administration Property Management Regulations (GSPMR). Title VI prohibits discrimination on the basis of race, color, or national origin in programs or activities receiving Federal financial assistance. This final rule updates GSA's Title VI regulations to reflect current statutory interpretation, applicable executive orders, and government- wide regulatory structure. This final rule also improves clarity, consistency, and administrative efficiency. These revisions align with changes made by the U.S. Department of Justice (DOJ) to its Title VI Regulations.

In accordance with the Paperwork Reduction Act (PRA) of 1995 and OMB regulations, public comments are particularly invited on: the necessity of the collection of information for the proper performance of the functions of Federal Government acquisitions, including whether the information will have practical utility; the accuracy of the estimate of the burden of the collection of information; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the collection of information on respondents, including the use of automated collection techniques or other forms of information technology.
