EPA today proposes limited approval and limited disapproval of the State Implementation Plan (SIP) submitted by the State of West Virginia for the purpose of bringing about the attainment of the national ambient air quality standard (NAAQS) for particulate matter with an aerodynamic diameter less than or equal to a nominal 10 micrometers (PM-10). The Act required that States make certain submittals by November 15, 1991 for those areas designated nonattainment and classified as moderate for PM-10 upon enactment (the ``initial moderate nonattainment areas''). By today's action, EPA is proposing limited approval and limited disapproval of the PM-10 SIP for the Follansbee, West Virginia area.
