This notice announces the availability of the U.S. Department of Health and Human Services Guidelines for Ensuring the Quality of Information Disseminated to the Public. The HHS Information Quality Guidelines will be posted on the HHS website on or about October 1, 2002 and will go into effect on that date. Developed pursuant to the government-wide OMB Guidelines for Information Quality published on January 3, 2002, the HHS Guidelines will be available on the following HHS Web site: http://www.hhs.gov/infoquality. The Guidelines include mechanisms enabling interested parties to request correction of information disseminated to the public by HHS agencies.

Proposed Collection; Comment Request

In compliance with the Paperwork Reduction Act of 1995, the Employer Support for the Guard and Reserve (ESGR) announces a proposed public information collection and seeks public comment on the provisions thereof. Comments are invited on: whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; the accuracy of the agency's estimate of the burden of the proposed information collection; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.

Manual for Courts-Martial; Proposed Amendments

The DoD (referred to herein as "Department of War" or "DoW") requests comments on proposed changes to the Manual for Courts-Martial (MCM), United States (2024 ed.) and announces a public meeting to receive comments on said changes. Withdrawal of Notice of Intent (NOI) To Prepare a Draft Environmental Impact Statement (DEIS) Mississippi River and Tributaries-Morganza, Louisiana to the Gulf of Mexico Hurricane Protection-Houma Navigation Canal General Re-Evaluation

The U.S. Army Corps of Engineers (USACE) is issuing this notice to advise Federal, State, and local governmental agencies and the public that USACE is withdrawing the notice of intent for the preparation of the DEIS pursuant to Energy and Water Development Appropriation Act of 1995 (Pub. L. 103-316) for the Mississippi River and Tributaries-Morganza, Louisiana to the Gulf of Mexico Hurricane Protection-Houma Navigation Canal Deepening (HNCD) General Re- Evaluation which was published in the Federal Register on May 23, 2003. Since publication of the NOI, the project authority has changed; HNCD was conditionally authorized under Section 403 of the Water Resources Development Act (WRDA) of 2020. Additionally, the USACE has since determined that an Environmental Assessment (EA) rather than an Environmental Impact Statement (EIS) is the appropriate level of environmental documentation.

Mortgage and Loan Insurance Programs Under the National Housing Act-Debenture Interest Rates

This Notice announces changes in the interest rates to be paid on debentures issued with respect to a loan or mortgage insured by the Federal Housing Administration under the provisions of the National Housing Act (the Act). The interest rate for debentures issued under Section 221(g)(4) of the Act during the 6-month period beginning July 1, 2026, is 4\1/2\ percent. The interest rate for debentures issued under any other provision of the Act is the rate in effect on the date that the commitment to insure the loan or mortgage was issued, or the date that the loan or mortgage was endorsed (or initially endorsed if there are two or more endorsements) for insurance, whichever rate is higher. The interest rate for debentures issued under these other provisions with respect to a loan or mortgage committed or endorsed during the 6-month period beginning July 1, 2026, is 5 percent.

Notice of Intent To Prepare a Supplemental Environmental Impact Statement for the Sentinel Deployment and Minuteman III Decommissioning and Disposal

The Department of the Air Force (DAF) is issuing this notice to prepare a Supplemental Environmental Impact Statement (SEIS) to the Environmental Impact Statement for Sentinel (Ground Based Strategic Deterrent (GBSD) Program Deployment and Minuteman III Decommissioning and Disposal (2023 EIS) and the May 2023 Record of Decision (ROD) which documented DAF's decision regarding sequential replacement of all land- based Minuteman III (MMIII) intercontinental ballistic missiles (ICBM) in the United States with a technologically advanced Sentinel ICBM system on base at Francis Emroy Warren Air Force Base (AFB) (FE Warren) in Wyoming, Malmstrom AFB (Malmstrom) in Montana, and Minot AFB (Minot) in North Dakota and in the missile fields across five states. The SEIS will analyze potential environmental impacts associated with changes to the Proposed Action analyzed in the 2023 EIS. The "Sentinel Weapon System Program" ("Sentinel Program" from this point forward) addressed in the 2023 EIS and the May 2023 ROD was formerly known as the "GBSD." This SEIS is being prepared in accordance with the National Environmental Policy Act of 1969 (NEPA) (42 United States Code 4321 et seq.), as amended by
