Résumé

This notice announces the availability of the U.S. Department of Health and Human Services Guidelines for Ensuring the Quality of Information Disseminated to the Public. The HHS Information Quality Guidelines will be posted on the HHS website on or about October 1, 2002 and will go into effect on that date. Developed pursuant to the government-wide OMB Guidelines for Information Quality published on January 3, 2002, the HHS Guidelines will be available on the following HHS Web site: http://www.hhs.gov/infoquality. The Guidelines include mechanisms enabling interested parties to request correction of information disseminated to the public by HHS agencies.

Proposed Collection; Comment Request

In compliance with the Paperwork Reduction Act of 1995, the Employer Support for the Guard and Reserve (ESGR) announces a proposed public information collection and seeks public comment on the provisions thereof. Comments are invited on: whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; the accuracy of the agency's estimate of the burden of the proposed information collection; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.

Manual for Courts-Martial; Proposed Amendments

The DoD (referred to herein as "Department of War" or "DoW") requests comments on proposed changes to the Manual for Courts-Martial (MCM), United States (2024 ed.) and announces a public meeting to receive comments on said changes. The approval authority for the changes to the MCM is the President, while the approval authority for the changes to the supplementary materials is the General Counsel of the Department of War (DoW).

Mortgage and Loan Insurance Programs Under the National Housing Act-Debenture Interest Rates

This Notice announces changes in the interest rates to be paid on debentures issued with respect to a loan or mortgage insured by the Federal Housing Administration under the provisions of the National Housing Act (the Act). The interest rate for debentures issued under Section 221(g)(4) of the Act during the 6-month period beginning July 1, 2026, is 4\1/2\ percent. The interest rate for debentures issued under any other provision of the Act is the rate in effect on the date that the commitment to insure the loan or mortgage was issued, or the date that the loan or mortgage was endorsed (or initially endorsed if there are two or more endorsements) for insurance, whichever rate is higher. The interest rate for debentures issued under these other provisions with respect to a loan or mortgage committed or endorsed during the 6-month period beginning July 1, 2026, is 5 percent.

Millennium Challenge Corporation Selection Criteria and Methodology Report for Fiscal Year 2027

The Millennium Challenge Act of 2003 (the "Act"), as amended, requires the Millennium Challenge Corporation ("MCC") to publish a report that identifies the criteria and methodology that MCC intends to use to determine which candidate countries may be eligible to be considered for assistance under the Act for fiscal year 2027. The report, described in 608(b)(1) of the Act, is set forth in full below. The Act further requires the Chief Executive Officer to accept public comment for the 30-day period beginning on the date of publication in the Federal Register of the information contained in the report set forth below, and to consider such comment for purposes of determining eligible countries under section 607 of the Act.

Le Corps des ingénieurs de l'armée des États-Unis (USACE) émet cette notice pour informer les agences gouvernementales fédérales, étatiques et locales, ainsi que le public, que le USACE retire la notice d'intention pour la préparation du DEIS en vertu de l'article 103-316 de l'Acte de répartition des ressources énergétiques et hydrauliques de 1995 (Pub. L.) pour le Mississippi River et affluents-Morganza, Louisiane, jusqu'à la mer du Golfe - Protection contre les ouragans de Houma - Profondeur du canal de navigation de Houma (HNCD) - Évaluation générale de refonte, publiée au Recueil des lois fédérales le 23 mai 2003. Depuis la publication de la NOI, l'autorité du projet a changé ; HNCD a été autorisé conditionnellement sous l'article 403 de la loi sur les ressources hydriques de 2020.
