Roberts' petition to amend Federal Motor Vehicle Safety Standard (FMVSS) No. 108, Lamps, reflective devices, and associated equipment, to add requirements regarding the maximum time for a stop lamp to reach 90 percent of its required illumination. A requirement of this nature could be met using currently-available technology such as light emitting diodes (LEDs), neon lamps, hot filament systems, or shuttered systems. However, the costs associated with such a requirement would be far in excess of its benefits.
