Résumé

The Coast Guard is proposing to establish a special local regulation on the Atlantic Ocean east of Miami Beach, Florida during the Miami Super Boat Grand Prix. The Miami Super Boat Grand Prix will consist of a series of high-speed boat races scheduled to take place from July 19 through July 21, 2013. The regulation is necessary to ensure the safety of the participants, spectators, and the general public during the high-speed boat races. The special local regulation will establish the following two areas: (1) An event area, where all persons and vessels except those persons and vessels participating in or officiating the race are prohibited from entering, transiting, anchoring, or remaining; and (2) a spectator area, where all vessels are prohibited from anchoring.

These regulations are necessary to promote the safe navigation of vessels and safety of life during `Sail Boston,' a gathering of tall ships and military ships to celebrate the 250th Anniversary of the founding of the United States.

Safety Zone; Sector Mobile Annual and Recurring Safety Zones

The Coast Guard is proposing to revise its regulations for permanent safety zones in the Coast Guard Sector Mobile Captain of the Port Zone, 33 CFR 165.801 Table 7, to update the current list with revisions and additional events. The proposed safety zones are necessary to protect event participants, waterway users, and vessels from the potential hazards associated with these recurring events. This proposed rulemaking would prohibit persons from being in the proposed safety zones without permission from the Captain of the Port (COTP) or the COTP's designated representative. We invite your comments on this proposed rulemaking.

Safety Zones; Annual Events in the Captain of the Port Eastern Great Lakes Zone

The Coast Guard will enforce multiple safety zones located in federal regulations for recurring marine events taking place in June and July 2026 to provide for the safety of life on navigable waterways during these events. Our regulation for marine events within the Coast Guard Great Lakes District identifies the regulated areas for these events. During the enforcement periods, the operator of any vessel in the regulated area must comply with directions from the Captain of the Port Eastern Great Lakes or a designated representative.

Safety Zones; Fireworks Displays in the USCG East District

The Coast Guard is amending its regulation for recurring safety zones for fireworks displays in the USCG East District by adding safety zones for three recurring events and by amending the safety zone for one recurring event. All lie within the Virginia Captain of the Port Zone. This rulemaking will provide for the safety of life on the navigable waters at the confluence of the James River and the Appomattox River, on the Hampton River, on the East River, and on the Elizabeth River, at Town Point Reach, during firework displays typically held on each of those rivers annually.

Safety Zone; Annual Fireworks Displays Within the Sector Columbia River Captain of the Port Zone

The Coast Guard amends the regulations establishing safety zones for annual fireworks displays in the Captain of the Port Zone Columbia River. This action adds a safety zone for a fireworks display, removes a safety zone for a fireworks display no longer under the Coast Guard's authority and jurisdiction, edits a fireworks display's name, and adds a second date for a fireworks display. This rulemaking prohibits persons and vessels from being in the safety zone unless specifically authorized by the Captain of the Port, Sector Columbia River.
