Notice of Preliminary Determination of Sales at Less Than Fair Value: Certain Circular Welded Carbon Quality Line Pipe From the People's Republic of China

The Department of Commerce ("the Department") has preliminarily determined that imports of certain circular welded carbon quality line pipe from the People's Republic of China ("PRC") are being, or are likely to be, sold in the United States at less than fair value ("LTFV"). The estimated margin of sales at LTFV is shown in the "Suspension of Liquidation" section of this notice. Interested parties are invited to comment on this preliminary determination. We will make our final determination not later than 75 days after the date of this preliminary determination.
