The National Oceanic and Atmospheric Administration (NOAA) has issued an authorization to Columbia University's Lamont-Doherty Earth Observatory to incidentally harm a limited number of marine mammals during a geophysical survey in the eastern Pacific Ocean off Costa Rica from April to June 2011, in accordance with the Marine Mammal Protection Act.
