The National Institute of Standards and Technology (NIST) is implementing direct-hire authority on a permanent basis for certain positions, including Nuclear Reactor Operator roles in the Scientific and Engineering Technician career path and some positions in the Scientific and Engineering career path, as part of changes to the Alternative Personnel Management System (APMS) published in 1997.
