We, the U.S. Fish and Wildlife Service, are designating critical habitat for the endangered Ipomopsis polyantha (Pagosa skyrocket) and the threatened Penstemon debilis (Parachute beardtongue) and Phacelia submutica (DeBeque phacelia) under the Endangered Species Act (Act).
