Certain Tissue Paper Products From the People's Republic of China: Preliminary Results of the 2008-2009 Administrative Review

The Department of Commerce (the Department) is currently conducting the 2008-2009 administrative review of the antidumping duty order on certain tissue paper products from the People's Republic of China (PRC). We preliminarily determine that sales have been made below normal value (NV) with respect to Max Fortune Industrial Limited and Max Fortune (FZ) Paper Products Co., Ltd. (Max Fortune Fuzhou) \1\ (collectively, Max Fortune) but not with respect to Seaman Paper Asia Company, Ltd. (SPA). ---------------------------------------------------------------------------
