Effect of Statutory Prohibition on Uranium Imports From the Russian Federation

The U.S. Nuclear Regulatory Commission (NRC) is issuing a notice explaining how recently enacted legislation that prohibits imports of certain uranium products (natural uranium and low-enriched uranium) from the Russian Federation affects imports under NRC licenses. After the statutory prohibition becomes effective, importers will no longer be able to use the NRC general license to import these materials from the Russian Federation unless they first obtain a waiver from the U.S. Department of Energy (DOE). The NRC will return any specific license applications for such imports without action.

Arizona Public Service Company; Palo Verde Nuclear Generating Station, Units 1, 2, and 3; Indirect Transfer of Control of Licenses

The U.S. Nuclear Regulatory Commission (NRC, the Commission) is issuing an order approving the application dated April 24, 2026, filed by Arizona Public Service Company (APS), on behalf of Public Service Company of New Mexico (PNM), Troy ParentCo LLC (Troy ParentCo), and their corporate affiliates (together, Applicants). The application sought NRC consent to the indirect transfer of control of PNM's co- ownership of the Renewed Facility Operating License Nos. NPF-41, NPF- 51, and NPF-74 for the Palo Verde Nuclear Generating Station (Palo Verde), Units 1, 2, and 3, respectively, as well as the associated general license for the Palo Verde Independent Spent Fuel Storage Installation (ISFSI) (together, the facility). No physical changes or operational changes to the facility were proposed in the application.

SMR, LLC; Palisades SMR, LLC; Pioneer Units 1 and 2; Exemption

The U.S. Nuclear Regulatory Commission (NRC) has issued an exemption in response to a request dated December 31, 2025, from SMR, LLC, on behalf of Palisades SMR, LLC, a wholly-owned subsidiary of Holtec International (collectively, Holtec) for approval to allow construction of permanent support of excavation walls prior to the issuance of a limited work authorization for Pioneer Units 1 and 2. (Dominion Energy), Virginia Electric and Power Company (VEPCO), Dominion Energy Nuclear Connecticut (DENC), and Dominion Energy South Carolina, Inc. (DESC) (collectively the Applicants) on July 15, 2026. The application seeks NRC approval of the indirect transfer of the facility operating licenses, materials licenses, and general licenses for Surry Power Station, Unit Nos. 1 and 2 (Surry); North Anna Power Station, Unit Nos. 1 and 2 (North Anna); Virgil C. Summer Nuclear Station, Unit 1 (V.C. Summer); and Millstone Power Station, Units 1, 2, & 3 (Millstone); as well as the combined license for North Anna Unit 3; and the North Anna Early Site Permit. The application contains sensitive unclassified non-safeguards information (SUNSI).

STP Nuclear Operating Company; South Texas Project, Unit 1; License Amendment Application

The U.S. Nuclear Regulatory Commission (NRC, the Commission) is considering issuance of an amendment to Renewed Facility Operating License No. NPF-76, issued to STP Nuclear Operating Company (STPNOC); Constellation South Texas, LLC; City Public Service Board of San Antonio; and City of Austin, Texas, for operation of South Texas Project, Unit 1 (STP). The proposed license amendment would, if granted, make a one-time exigent change to the technical specifications (TS) to extend the allowed outage time (AOT) for TS 3.7.1.7, "Main Feedwater System". This proposed amendment is being requested to facilitate repairs to the Unit 1 train D main feedwater isolation valve (MFIV). This proposed amendment is being requested under exigent circumstances pursuant to NRC regulations.

Draft Interim Staff Guidance: Evaluations of Risk Assessments for Risk-Informed Decision-Making for Regulatory Applications

The U.S. Nuclear Regulatory Commission (NRC) is soliciting public comment on its draft Interim Staff Guidance (ISG), OAR/DARP-ISG- 2026-XX, "Evaluations of Risk Assessments for Risk-Informed Decision- Making for Regulatory Applications." If finalized, this ISG will provide guidance to the staff for reviewing systematic risk assessment methods, including probabilistic risk assessments (PRAs) and other systematic risk evaluations (SREs). This ISG will supplement existing guidance to facilitate the staff's understanding of the uses of risk information in regulatory applications and application of principles of risk-informed decision-making.
