The USFWS will be the lead Federal agency responsible for coordinating the environmental analysis for the proposed action under NEPA. DWR will be the lead State agency responsible for coordinating the environmental analysis under CEQA. With this notice, USFWS and DWR are announcing the beginning of the scoping process to solicit public comments and identify issues.
