This document seeks comment on the application of the statutory requirement for nondiscriminatory treatment in carriage of standard definition ("SD") and high definition ("HD") signals. Satellite carriers should be required to carry the signals of all local broadcast stations in HD and SD if they carry the signals of any local station in the same market in both HD and SD so that subscribers without HD- capable equipment will be able to view all stations. That is, the Commission seeks comment on whether the Communications Act would prohibit satellite carriers from carrying some broadcast stations in both HD and SD but not others.

FCC To Review E-Rate Program To Ensure Congress's Vision

In this document, the Federal Communications Commission (Commission) seeks comment on measures the Commission can take to better protect children when using E-Rate-funded networks, the Commission's progress in ensuring affordable access to high-speed broadband to and within schools and libraries, and whether the Commission's current interpretation of the Children's Internet Protection Act (CIPA) is the best reading of the statute. The Commission also proposes actions to strengthen E-Rate program integrity and streamline program administration.

Television Broadcasting Services St. George, Utah

This document proposes to amend the Table of TV Allotments (Table) of the Federal Communications Commission's (Commission) rules in response to a petition for rulemaking filed by KUTV Licensee, LLC (Licensee), the Licensee of full service television station KMYU(TV) (KMYU or Station), St. George, Utah (St. George). The Licensee applied for a construction permit (CP) to construct a facility on UHF channel 21 at St. George, which remains pending, and now requests that the Bureau substitute VHF channel 9 for UHF channel 21 in the Table with technical parameters set forth in KMYU's current license. The Media Bureau previously granted a petition for rulemaking submitted by the Licensee to substitute UHF channel 21 for VHF channel 9 at St. George. The Licensee later filed an application for a CP for its new channel, however, under further consideration and restraints, wishes to abandon its plans to modify its license for KMYU to operate on channel 21, and proposes to continue to operate on VHF channel 9 and specify the technical parameters of its currently licensed VHF channel 9 facility. In accordance with the Privacy Act of 1974, as amended ("Privacy Act"), this document announces a new computer matching program the Federal Communications Commission (FCC or Commission or Agency) and the Universal Service Administrative Company (USAC) will conduct with the Iowa Department of Health and Human Services.
