摘要

We preliminarily determine that during the POR, Mittal Steel Point Lisas Limited ("MSPL") and its affiliates Mittal Steel North America Inc. ("MSNA") and Mittal Walker Wire Inc. (collectively "Mittal") did not make sales of subject merchandise at less than normal value ("NV") (i.e., sales were made at de minimis dumping margins). If these preliminary results are adopted in the final results of this administrative review, we will instruct U.S. Customs and Border Protection ("CBP") to liquidate appropriate entries without regard to antidumping duties. Interested parties are invited to comment on these preliminary results. Parties who submit comments in this segment of the proceeding should also submit with them: (1) a statement of the issues and (2) a brief summary of the comments. Further, parties submitting written comments are requested to provide the Department with an electronic version of the public
