This document proposes to amend the agency's safety belt requirements for forward-facing rear outboard seating positions of police cars and other law enforcement vehicles. This action was initiated in response to a petition for rulemaking submitted by Laguna Manufacturing, Inc. Believing that the considerations governing the design of safety belts for use by prisoners are different from those applicable to safety belts for the general public, Laguna requested that Standard No. 208 be amended to provide greater flexibility to design safety belt systems that are better suited for restraining prisoners being transported in the rear seats of law enforcement vehicles.
