Use of Cash To Procure Official Passenger Transportation Services

This regulation amends the Federal Property Management Regulations (FPMR) to grant agency heads or their designated representatives authority to approve all cash purchases of passenger transportation services. Although agency heads or their designated representatives currently have permanent authority to approve emergency cash purchases, their authority to approve nonemergency cash purchases of transportation services in excess of $100 was temporary and expired on July 31, 1995 (see FPMR Temporary Regulation G-57, Supp. 1). This amendment gives agencies permanent authority to approve all cash purchases of passenger transportation services.

General Services Administration Property Management Regulation (GSPMR): Nondiscrimination in Programs Receiving Federal Financial Assistance

The General Services Administration (GSA) revises its regulations implementing Title VI of the Civil Rights Act of 1964 (Title VI) and moves those regulations from the Federal Property Management Regulations (FPMR) to the General Services Administration Property Management Regulations (GSPMR). Title VI prohibits discrimination on the basis of race, color, or national origin in programs or activities receiving Federal financial assistance. This final rule updates GSA's Title VI regulations to reflect current statutory interpretation, applicable executive orders, and government- wide regulatory structure. This final rule also improves clarity, consistency, and administrative efficiency. These revisions align with changes made by the U.S. Department of Justice (DOJ) to its Title VI Regulations.

General Services Administration Property Management Regulation (GSPMR); Nondiscrimination on the Basis of the Age Act Regulation for Programs or Activities Receiving Federal Financial Assistance; Technical Amendment

The General Services Administration (GSA) is publishing a technical amendment to effectuate the rule published March 6, 2026. That published rule required clarifying edits in the amendatory instructions in order to facilitate the removal of GSA's regulations from the government-wide Federal Property Management Regulation (FPMR) and the addition of those regulations into the General Services Administration Property Management Regulations (GSPMR).

Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat Division will be submitting to the Office of Management and Budget (OMB) a request to review and approve a revision to an existing information collection requirement regarding OMB Control No. 3090-0310; Nondiscrimination in Federal Financial Assistance Programs, GSA Forms 3702 and 3702R. This information is needed to facilitate nondiscrimination in GSA's Federal financial assistance programs, consistent with Federal civil rights laws and regulations that apply to recipients of Federal financial assistance.

Midyear Adjustment to the Calendar Year (CY) 2026 Privately Owned Vehicle (POV) Mileage Reimbursement Rates and Standard Mileage Rate for Moving Purposes (Relocation Allowances)

GSA is making a midyear adjustment to the mileage reimbursement rates for privately owned automobiles (POA), airplanes, and motorcycles as required by statute. GSA is also adjusting the POV mileage rate for moving purposes and the POA rate when a Government- furnished automobile is available and authorized. This information will be available in FTR Bulletin 26-03, which can be found on GSA's website at https://www.gsa.gov/policy-regulations/regulations/federal-travel- regulation/ftr-and-related-files.
