This final rule amends the JAR by revising policies and procedures regarding: the Department's acquisition regulation system; administrative matters; publicizing contract actions; contract deliveries and performance; contracting by negotiation; and, types of contracts in response to a review of existing procurement regulations by the DOJ's Procurement Employee Innovation Team.
