Acquisition Regulation: Implementation of Section 3021 of the Energy Policy Act of 1992

The Department of Energy proposes to amend the Department of Energy Acquisition Regulation (DEAR) to establish DOE policies and procedures for establishing a program to achieve a ten percent goal for awards of prime contracts and subcontracts for specific types of universities and of small disadvantaged concerns, including women-owned businesses, in the implementation of section 3021 of the Energy Policy Act of 1992.
