Alcohol and Drug Abuse Patient Records

The Department is proposing a clarification to the regulations which govern the confidentiality of alcohol and drug abuse records. Specifically, the Department is proposing to clarify that, as to general medical care facilities, these regulations that hold themselves out as providing and provide alcohol or drug abuse diagnosis, treatment or referral for treatment and which are federally assisted, directly or indirectly.
