Finding of No Significant Impact: Lakehead Pipe Line Company Pipeline at Neche, ND

摘要

The Department of State has conducted an environmental assessment of the proposed construction by Lakehead Pipe Line Company of an oil pipeline across the international boundary at Neche, North Dakota. Based on the environmental assessment and after reviewing all comments, the Department of State has concluded that issuance of a Presidential Permit authorizing construction of the proposed pipeline will not have a significant effect on the human environment within the United States. An environmental impact statement will not be prepared.

30-Day Notice of Proposed Information Collection: Application for Permanent/Temporary Export or Temporary Import of Classified Defense Articles and Classified Technical Data

The Department of State has submitted the information collection described below to the Office of Management and Budget (OMB) for approval. In accordance with the Paperwork Reduction Act of 1995 we are requesting comments on this collection from all interested individuals and organizations. Passports: Expanding Online Passport Renewal Overseas

The Department proposes to amend 22 CFR 51.21 by consolidating requirements for persons applying by mail and online in the United States and overseas. This proposed change includes expanding online passport application availability to qualified applicants located in foreign countries. In addition, the Department is proposing to remove the requirement that an applicant's most recently issued passport must have a year or less of remaining validity to qualify to submit an online passport application. Finally, the Department is proposing technical corrections to 51.8(b) to change "on-line" to read "online" for consistency.

Privacy Act of 1974; System of Records

Official Gift Records and Gift Donor Vetting Records, State- 80, consists of an accounting of all donations received on behalf of the Department of State for the purposes of: maintaining a historical record, properly allocating donations given for a particular purpose, determining future solicitation and gift acceptance, and providing donors with acknowledgment letters for tax purposes. Gift Donor Vetting Records keeps an accounting of the due diligence vetting process conducted on individuals to determine the potential for conflicts of interest with respect to gifts, potential gifts, and potential partnerships with the Department of State.

Notice of Determinations; Culturally Significant Objects Being Imported for Exhibition-Determinations: “Revealing the Hidden: Byzantine Icons From Thessaloniki and Patmos” Exhibition

Notice is hereby given of the following determinations: I hereby determine that certain objects being imported from abroad pursuant to an agreement with their foreign owner or custodian for temporary display in the exhibition "Revealing the Hidden: Byzantine Icons From Thessaloniki and Patmos" at the Museum of the Bible, Washington, District of Columbia, and at possible additional exhibitions or venues yet to be determined, are of cultural significance, and, further, that their temporary exhibition or display within the United States as aforementioned is in the national interest. I have ordered that Public Notice of these determinations be published in the Federal Register.
