The Coast Guard announces a series of public meetings to receive comments on a notice of proposed rulemaking (NPRM) entitled "Implementation of the 1995 Amendments to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978" that published in the Federal Register on November 17, 2009.
