This document corrects entries listed in the prescribed maximum per diem rates for locations within the continental United States (CONUS) contained in a final rule appearing in Part III of the Federal Register of Thursday, December 2, 1999 (64 FR 67670). The rule, among other things, increased/decreased the maximum lodging amounts in certain existing per diem localities, added new per diem localities, and removed a number of previously designated per diem localities.

Midyear Adjustment to the Calendar Year (CY) 2026 Privately Owned Vehicle (POV) Mileage Reimbursement Rates and Standard Mileage Rate for Moving Purposes (Relocation Allowances)

GSA is making a midyear adjustment to the mileage reimbursement rates for privately owned automobiles (POA), airplanes, and motorcycles as required by statute. GSA is also adjusting the POV mileage rate for moving purposes and the POA rate when a Government- furnished automobile is available and authorized. This information will be available in FTR Bulletin 26-03, which can be found on GSA's website at https://www.gsa.gov/policy-regulations/regulations/federal-travel- regulation/ftr-and-related-files.

Unified Agenda of Federal Regulatory and Deregulatory Actions

This agenda announces the proposed regulatory actions that GSA plans for the next 12 months and those that have been completed since the spring 2025 edition. This agenda was developed under the guidelines of Executive Orders 12866, "Regulatory Planning and Review," Executive Order 13563, "Improving Regulation and Regulatory Review," Executive Order 14219, "Ensuring Lawful Governance and Implementing the President's `Department of Government Efficiency' Deregulatory Initiative," and Executive Order 14192, "Unleashing Prosperity Through Deregulation." GSA's purpose in publishing this agenda is to allow interested people an opportunity to participate in the rulemaking process. GSA also invites interested people to recommend existing significant regulations for review to determine whether they should be modified or rescinded. General Services Administration Property Management Regulation (GSPMR): Nondiscrimination in Programs Receiving Federal Financial Assistance

The General Services Administration (GSA) revises its regulations implementing Title VI of the Civil Rights Act of 1964 (Title VI) and moves those regulations from the Federal Property Management Regulations (FPMR) to the General Services Administration Property Management Regulations (GSPMR). Title VI prohibits discrimination on the basis of race, color, or national origin in programs or activities receiving Federal financial assistance. This final rule updates GSA's Title VI regulations to reflect current statutory interpretation, applicable executive orders, and government- wide regulatory structure. This final rule also improves clarity, consistency, and administrative efficiency. These revisions align with changes made by the U.S. Department of Justice (DOJ) to its Title VI Regulations.

General Services Administration Property Management Regulation (GSPMR); Nondiscrimination on the Basis of the Age Act Regulation for Programs or Activities Receiving Federal Financial Assistance; Technical Amendment

The General Services Administration (GSA) is publishing a technical amendment to effectuate the rule published March 6, 2026. That published rule required clarifying edits in the amendatory instructions in order to facilitate the removal of GSA's regulations from the government-wide Federal Property Management Regulation (FPMR) and the addition of those regulations into the General Services Administration Property Management Regulations (GSPMR).

Information Collection; Paperwork Reduction Act Changes in FAR Case 2026-001, Revolutionary Federal Acquisition Regulation Overhaul Parts 1, 2, 4, 33, 39, 40, and 53

OFPP, DoD, GSA, and NASA (collectively referred to as the Federal Acquisition Regulatory Council or FAR Council) invite public comments on the Paperwork Reduction Act changes in FAR Case 2026-001, "Revolutionary Federal Acquisition Regulation Overhaul Parts 1, 2, 4, 33, 39, 40, and 53," specifically regarding changes to information collections due to the proposed rule. In accordance with the Paperwork Reduction Act (PRA) of 1995 and OMB regulations, public comments are particularly invited on: the necessity of the collection of information for the proper performance of the functions of Federal Government acquisitions, including whether the information will have practical utility; the accuracy of the estimate of the burden of the collection of information; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the collection of information on respondents, including the use of automated collection techniques or other forms of information technology.
