Özet

The Coast Guard is developing a revision to NVIC 11-93 CH-3 Applicability of Tonnage Measurement Systems to U.S. Flag Vessels to update the document and improve its usefulness. We are seeking public suggestions for changes to the current revision to NVIC 11-93 CH-3 and comments on the proposed revisions listed in the purpose section of this notice. The public is encouraged to suggest discussion of any international conventions, Federal regulations, or definitions that are not currently addressed. Moreover, the Coast Guard requests that the public provide suggestions on definitions or tables included in the NVIC 11-93 CH-3 to make them clearer or address additional tonnage applicability issues not currently covered by the NVIC 11-93 CH-3.

The Coast Guard is establishing temporary regulations, including special local regulations and multiple safety and security zones, and to temporarily suspend certain anchorage grounds in Boston Harbor, Boston, MA between July 10 and July 16, 2026. These regulations are necessary to promote the safe navigation of vessels and safety of life during `Sail Boston,' a gathering of tall ships and military ships to celebrate the 250th Anniversary of the founding of the United States.

Special Local Regulation; Detroit River, MI

The Coast Guard is establishing a temporary special local regulation (SLR) for certain navigable waters of the Detroit River. The SLR is needed to protect personnel, vessels, and the marine environment from potential hazards created during a rowing regatta on June 27, 2026. This regulation prohibits persons and vessels from entering the regulated area unless specifically authorized by the Captain of the Port Detroit or their designated representative.

Safety Zone; Annual Fireworks Displays Within the Sector Columbia River Captain of the Port Zone

The Coast Guard amends the regulations establishing safety zones for annual fireworks displays in the Captain of the Port Zone Columbia River. This action adds a safety zone for a fireworks display, removes a safety zone for a fireworks display no longer under the Coast Guard's authority and jurisdiction, edits a fireworks display's name, and adds a second date for a fireworks display. This rulemaking prohibits persons and vessels from being in the safety zone unless specifically authorized by the Captain of the Port, Sector Columbia River.

Safety Zone; Sector Mobile Annual and Recurring Safety Zones

The Coast Guard is proposing to revise its regulations for permanent safety zones in the Coast Guard Sector Mobile Captain of the Port Zone, 33 CFR 165.801 Table 7, to update the current list with revisions and additional events. The proposed safety zones are necessary to protect event participants, waterway users, and vessels from the potential hazards associated with these recurring events. This proposed rulemaking would prohibit persons from being in the proposed safety zones without permission from the Captain of the Port (COTP) or the COTP's designated representative. We invite your comments on this proposed rulemaking.

Security Zones; Vessels Carrying Dangerous Cargo, Corpus Christi and La Quinta Ship Channels, Corpus Christi, TX

The Coast Guard is establishing a security zone around vessels carrying Certain Dangerous Cargos (CDCs), for which the Captain of the Port, Corpus Christi deems enhanced security measures are necessary on a case-by-case basis. This security zone is needed to safeguard these vessels, the public, and the surrounding area from sabotage or other subversive acts, accidents, or other events of a similar nature. This rulemaking prohibits entry of vessels or person into this security zone during enforcement periods unless specifically authorized by the Captain of the Port, Corpus Christi or their designated representative.
