Özet

The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption in response to a request submitted by Entergy Nuclear Operations, Inc. (Entergy) on November 9, 2016, and supplemented on January 9, 2017, for its general license to operate an independent spent fuel storage installation (ISFSI) at the Vermont Yankee Nuclear Power Station (VYNPS). This exemption would permit the VYNPS to load and store certain low-enriched channeled undamaged fuel assemblies with higher enriched fuel assemblies in the same HI-STORM 100 multi-purpose canister (MPC)-68M using Certificate of Compliance (CoC) No. 1014, Amendment No. 10.

Southern Nuclear Operating Company; Vogtle Electric Generating Plant Units 1 & 2; Independent Spent Fuel Storage Installation; Exemption

The U.S. Nuclear Regulatory Commission (NRC) has issued a one- time exemption to Southern Nuclear Operating Company (SNC), authorizing Vogtle Electric Generating Plant Units 1 and 2 (Vogtle 1 and 2) to retain a single Neutron Source Assembly (NSA) in its current storage cell within a multi-purpose canister ((MPC-32), serial number MPC-707) at the Vogtle Independent Spent Fuel Storage Installation, in a manner that is inconsistent with the loading restrictions specified in Certificate of Compliance (CoC) No. 1014, Amendment 11, for the HI- STORM 100S Version B dry storage system. The exemption allows the NSA to remain in a peripheral basket cell, contrary to Appendix B, Table 2.1-1, which restricts NSA containing assemblies to designated interior cells. The NRC's determination is based on SNC's safety evaluation and supporting analyses demonstrating that the configuration continues to meet applicable safety requirements for criticality control, shielding, thermal performance, structural integrity, and confinement.

(Dominion Energy), Virginia Electric and Power Company (VEPCO), Dominion Energy Nuclear Connecticut (DENC), and Dominion Energy South Carolina, Inc. (DESC) (collectively the Applicants) on July 15, 2026. The application seeks NRC approval of the indirect transfer of the facility operating licenses, materials licenses, and general licenses for Surry Power Station, Unit Nos. 1 and 2 (Surry); North Anna Power Station, Unit Nos. 1 and 2 (North Anna); Virgil C. Summer Nuclear Station, Unit 1 (V.C. Summer); and Millstone Power Station, Units 1, 2, & 3 (Millstone); as well as the combined license for North Anna Unit 3; and the North Anna Early Site Permit. The application contains sensitive unclassified non-safeguards information (SUNSI).

List of Approved Spent Fuel Storage Casks: TN Americas, LLC Standardized NUHOMS® Horizontal Modular Storage System for Irradiated Nuclear Fuel, Certificate of Compliance No. 1004, Renewed Amendment No. 19

The U.S. Nuclear Regulatory Commission (NRC) is proposing to amend its spent fuel regulations by revising the TN Americas, LLC Standardized NUHOMS[supreg] Horizontal Modular Storage System for Irradiated Nuclear Fuel listing within the "List of approved spent fuel storage casks" to include Renewed Amendment No. 19 to Certificate of Compliance (CoC) No. 1004. The NRC is referring to this amendment as "Renewed Amendment No. 19" because it was submitted after the renewal of the TN Americas, LLC Standardized NUHOMS Horizontal Modular Storage System for Irradiated Nuclear Fuel Certificate of Compliance No. 1004 and, therefore, subject to the Aging Management Program requirements of the renewed certificate. Renewed Amendment No. 19 would amend the certificate of compliance to provide for a 61BTH improved basket design using staggered plates similar the 24PTH Type 3 basket approved in CoC 1004 Amendment 18 and similar to the EOS 37PTH and 89BTH baskets approved in CoC 1042. This would simplify construction, reduce weight and improve fabricability. Additional changes are proposed to address editorial corrections, consistency, and terminology clarifications.

SMR, LLC; Palisades SMR, LLC; Pioneer Units 1 and 2; Exemption

The U.S. Nuclear Regulatory Commission (NRC) has issued an exemption in response to a request dated December 31, 2025, from SMR, LLC, on behalf of Palisades SMR, LLC, a wholly-owned subsidiary of Holtec International (collectively, Holtec) for approval to allow construction of permanent support of excavation walls prior to the issuance of a limited work authorization for Pioneer Units 1 and 2. The support of excavation walls will remain in place after construction is complete.

SMR, LLC; Palisades SMR, LLC; Pioneer Units 1 and 2; Environmental Assessment and Finding of No Significant Impact

The U.S. Nuclear Regulatory Commission (NRC) is issuing an environmental assessment (EA) and finding of no significant impact (FONSI) for an exemption requested by SMR, LLC on behalf of Palisades SMR, LLC (Palisades SMR), associated with certain excavation support activities for the proposed dual-unit SMR-300 plant, Pioneer Units 1 and 2, at the Palisades Energy Center in Covert, Michigan. Specifically, Palisades SMR is requesting an exemption, pursuant to NRC regulations, to allow for construction of support of excavation (SOE) walls during SMR-300 excavation and prior to issuance of a Limited Work Authorization (LWA), if approved. Based on the analyses presented in the EA, the NRC staff determined that there would be no significant environmental impacts associated with granting the requested exemption.

The U.S. Nuclear Regulatory Commission (NRC) is providing public notice each week, for four consecutive weeks, beginning October 1, 2026, of receipt and availability of the first part of a phased construction permit application, including a limited work authorization (LWA) request, from SMR, LLC, on behalf of Palisades SMR, LLC, a wholly-owned subsidiary of Holtec International (collectively, Holtec), for a dual-unit SMR-300 plant located at the Palisades Energy Center (PEC) in Covert, Michigan. The units are individually named Pioneer Unit 1 and Pioneer Unit 2. This is the first of four consecutive weekly notifications.
