On October 20, 2014, the Department of Commerce (the Department) published the notice of the preliminary results of this changed circumstances review (CCR) of the antidumping duty order on certain polyester staple fiber (PSF) from the Republic of Korea (Korea), in which the Department preliminarily determined that Toray Chemical Korea Inc. (Toray) is the successor-in-interest to Woongjin Chemical Co., Ltd. (Woongjin).\1\ No interested party commented on the Preliminary Results, and there is no other information or evidence on the record that calls into question the Department's Preliminary Results. Thus, the Department continues to find that Toray is the successor-in-interest to Woongjin. ---------------------------------------------------------------------------
