This document proposes to amend the FM Table of Allotments. The Commission requests comment on a petition filed by Jesus B. Salazar, proposing to amend the Table of Allotments by substituting Channel 227A for vacant Channel 249A at Roaring Springs, Texas, and by substituting Channel 249C3 for vacant Channel 276C3, at Roaring Springs, Texas. The proposal is part of a contingently filed "hybrid" application and rule making petition. Channel 227A can be allotted at Roaring Springs, Texas, in compliance with the Commission's minimum distance separation requirements with a site restriction of 10.5 km (6.5 miles) north of Roaring Springs, at 33-59-36 North Latitude and 100-52-10 West Longitude. Channel 249C3 can be allotted at Roaring Springs, Texas, in compliance with the Commission's minimum distance separation requirements with a site restriction of 9.4 km (5.8 miles) northeast of Roaring Springs, at 33-57-55 North Latitude and 100-47-36 West Longitude. Telecommunications Relay Service ASCII Format Requirement

In this document, the Federal Communications Commission (Commission) amends its rules to eliminate the requirement that Text Telephone (TTY)-based Telecommunications Relay Services (TRS) be capable of communicating in the American Standard Code for Information Interchange (ASCII) format. By removing this outdated regulatory mandate, the Commission relieves TRS providers of the obligation to maintain costly and obsolete ASCII-compatible hardware and software systems. Eliminating this requirement will reduce inefficiencies, preserve the integrity of the TRS Fund, and allow providers to redirect resources toward modern relay technologies, all without adversely impacting functional equivalence for consumers who rely on TTY-based TRS.

Privacy Act System of Records

The Federal Communications Commission (FCC, Commission, or Agency) proposes to modify an existing system of records, FCC/CGB-1, Informal Complaints, Inquiries, and Requests for Dispute Assistance, subject to the Privacy Act of 1974, as amended. This action is necessary to meet the requirements of the Privacy Act to publish in the Federal Register notice of the existence and character of records maintained by the agency. The Commission uses records in this system to handle and process informal complaints, inquiries, and requests for dispute assistance received from individuals, groups, and other entities. This modification makes various necessary changes and updates to accommodate new uses of the system to share certain anonymized or de-identified complaint data with the Federal Trade Commission's (FTC) Consumer Sentinel Network.

Empowering Broadband Consumers Through Transparency

In this document, the Federal Communications Commission (Commission) eliminates or modifies certain broadband label requirements to ensure that consumers have clear, accurate, and concise information when shopping for broadband plans. Specifically, the Commission enables providers to describe label information in a natural, conversational style over the phone; simplify fee presentation to avoid clutter; remove outdated information from the label; use links or icons at point-of-sale to avoid unwieldy amounts of information that can overwhelm consumers; and eliminate requirements that go beyond our mandate. At the same time, the Commission ensures the labels remain accessible to people with disabilities, and that labels are displayed in the same language(s) used when marketing a service.
