Özet

This document modified the Hearing Designation Order (HDO) previously issued in this docket, regarding the application of Piscataway Board of Education (PBE) for renewal of license of WVPH(FM), Piscataway, New Jersey, and the mutually exclusive application of King's Temple Ministries, Inc. (KTM) for authority to construct a new noncommercial educational (NCE) FM station on Channel 212 in Plainfield, New Jersey. Specifically, the designated issue was expanded to include a determination as to whether a time sharing arrangement between the two applicants would best serve the public interest and, if so, to determine a schedule for such time sharing.

The Federal Communications Commission (Commission or FCC) is correcting a final rule that appeared in the Federal Register on July 31, 2026. The text of the Report and Order, Order of Proposed Modification, and Order on Reconsideration inadvertently contained minor editorial errors and incorrectly restated the number of years provided in the definitions of the first and second performance benchmarks, which are corrected as detailed below. Telecommunications Relay Service ASCII Format Requirement

In this document, the Federal Communications Commission (Commission) amends its rules to eliminate the requirement that Text Telephone (TTY)-based Telecommunications Relay Services (TRS) be capable of communicating in the American Standard Code for Information Interchange (ASCII) format. By removing this outdated regulatory mandate, the Commission relieves TRS providers of the obligation to maintain costly and obsolete ASCII-compatible hardware and software systems. Eliminating this requirement will reduce inefficiencies, preserve the integrity of the TRS Fund, and allow providers to redirect resources toward modern relay technologies, all without adversely impacting functional equivalence for consumers who rely on TTY-based TRS.

Unified Agenda of Federal Regulatory and Deregulatory Actions-2026

Executive Order 12866, Regulatory Planning and Review (Sep. 30, 1993), requires each agency to publish a regulatory agenda (Agenda) of regulations under development or review during the next year which will be included in the Unified Agenda of Regulatory and Deregulatory Actions (Unified Agenda). 58 FR 51735 (Oct. 4, 1993). The Agenda required by Executive Order 12866 must include all regulations the agency expects to develop or review during the next 12 months, regardless of whether they may have a significant economic impact on a substantial number of small entities. Executive Order 12866 provides that agencies may combine this agenda with the regulatory flexibility agenda required under the RFA. To help keep the public informed of significant rulemaking proceedings and meet its obligations under the RFA and Executive Order 12866, the Commission has prepared Agenda entries providing a brief description and summary of each regulatory activity that is currently planned for the 12 months, subject to revision, including the objectives and legal basis for each, and the name and telephone number of an agency official who is knowledgeable about items in the agenda.
