Özet

The Commander, First Coast Guard District, has issued a temporary 90-day deviation from the drawbridge operation regulations to test an alternate drawbridge operation regulation for the Beach Channel Railroad Bridge mile 6.7, across Jamaica Bay, New York. Under this temporary deviation, in effect from December 1, 2005 through February 28, 2006, the bridge may remain closed during the commuter rail rush hours in the morning and afternoon, Monday through Friday, except Federal holidays. The purpose of this temporary deviation is to test an alternate drawbridge operation schedule for 90 days and solicit comment from the public.

Special Local Regulation; Detroit River, MI

The Coast Guard is establishing a temporary special local regulation (SLR) for certain navigable waters of the Detroit River. The SLR is needed to protect personnel, vessels, and the marine environment from potential hazards created during a rowing regatta on June 27, 2026. Safety Zones; Fireworks Displays in the USCG East District

The Coast Guard is amending its regulation for recurring safety zones for fireworks displays in the USCG East District by adding safety zones for three recurring events and by amending the safety zone for one recurring event. All lie within the Virginia Captain of the Port Zone. This rulemaking will provide for the safety of life on the navigable waters at the confluence of the James River and the Appomattox River, on the Hampton River, on the East River, and on the Elizabeth River, at Town Point Reach, during firework displays typically held on each of those rivers annually.

Safety Zone; Annual Fireworks Displays Within the Sector Columbia River Captain of the Port Zone

The Coast Guard amends the regulations establishing safety zones for annual fireworks displays in the Captain of the Port Zone Columbia River. This action adds a safety zone for a fireworks display, removes a safety zone for a fireworks display no longer under the Coast Guard's authority and jurisdiction, edits a fireworks display's name, and adds a second date for a fireworks display. Safety Zone; Sector Mobile Annual and Recurring Safety Zones

The Coast Guard is proposing to revise its regulations for permanent safety zones in the Coast Guard Sector Mobile Captain of the Port Zone, 33 CFR 165.801 Table 7, to update the current list with revisions and additional events. The proposed safety zones are necessary to protect event participants, waterway users, and vessels from the potential hazards associated with these recurring events. This proposed rulemaking would prohibit persons from being in the proposed safety zones without permission from the Captain of the Port (COTP) or the COTP's designated representative. We invite your comments on this proposed rulemaking.
