This document denies the petition submitted by Federal-Mogul Lighting Products (Federal-Mogul) to amend Federal Motor Vehicle Safety Standard (FMVSS) No. 108, "Lamps, Reflective Devices, and Associated Equipment," to allow headlamps that are aimed visually or optically to have a horizontal adjuster system that does not have the required 2.5 degree horizontal adjustment range or the vehicle headlamp aiming device (VHAD) indicator required by the standard.
