In this document the Commission is initiating Phase 2 and Phase 3 of the 2000 Biennial Regulatory Review--Comprehensive Accounting and ARMIS review. This Notice of Proposed Rulemaking (NPRM), will examine long-term changes need as new technologies impact the provision of telecommunications services and as local exchange markets become competitive.
