NMFS announces that it is holding a public hearing on a proposed rule to implement, on an experimental basis, a voluntary, pilot program that would allow retention of undersized swordfish in excess of the trip allowance for donation, through charitable organizations, to needy individuals. The comment period is extended through the date of the public hearing, February 9, 1994.
