Özet

The Nuclear Regulatory Commission staff is announcing its intention to withdraw from further consideration five (listed below) draft staff technical positions (STPs) (currently listed in the ``Selected NRC Products--High Level Waste Programs''). The staff does not intend to finalize these five draft STPs and therefore considers them to be obsolete. However, the staff continues to have a regulatory interest in these subjects and will rely on ongoing or future activities, as necessary, to communicate guidance in these areas.

Draft Regulatory Guide: Assessing Public Health Risk Associated With Chemical Hazards of Licensed Material

The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment a draft Regulatory Guide (DG), DG-1444, proposed Regulatory Guide (RG) 1.264, "Assessing Public Health Risk Associated with Chemical Hazards of Licensed Material." This DG describes a methodology that is acceptable to the staff of the NRC to meet regulatory requirements assessing public health risk associated with chemical hazards of licensed material.

Biweekly Notice; Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving No Significant Hazards Considerations

Pursuant to section 189a.(2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration (NSHC), notwithstanding the pendency before the Commission of a request for a hearing from any person.

The U.S. Nuclear Regulatory Commission (NRC) received and is considering approval of an application filed by NextEra Energy, Inc. (NextEra Energy), Dominion Energy, Inc. (Dominion Energy), Virginia Electric and Power Company (VEPCO), Dominion Energy Nuclear Connecticut (DENC), and Dominion Energy South Carolina, Inc. (DESC) (collectively the Applicants) on July 15, 2026. The application seeks NRC approval of the indirect transfer of the facility operating licenses, materials licenses, and general licenses for Surry Power Station, Unit Nos. 1 and 2 (Surry); North Anna Power Station, Unit Nos. 1 and 2 (North Anna); Virgil C. Summer Nuclear Station, Unit 1 (V.C. Summer); and Millstone Power Station, Units 1, 2, & 3 (Millstone); as well as the combined license for North Anna Unit 3; and the North Anna Early Site Permit. The application contains sensitive unclassified non-safeguards information (SUNSI).

STP Nuclear Operating Company; South Texas Project, Unit 1; License Amendment Application

The U.S. Nuclear Regulatory Commission (NRC, the Commission) is considering issuance of an amendment to Renewed Facility Operating License No. NPF-76, issued to STP Nuclear Operating Company (STPNOC); Constellation South Texas, LLC; City Public Service Board of San Antonio; and City of Austin, Texas, for operation of South Texas Project, Unit 1 (STP). The proposed license amendment would, if granted, make a one-time exigent change to the technical specifications (TS) to extend the allowed outage time (AOT) for TS 3.7.1.7, "Main Feedwater System". This proposed amendment is being requested to facilitate repairs to the Unit 1 train D main feedwater isolation valve (MFIV). This proposed amendment is being requested under exigent circumstances pursuant to NRC regulations.

SMR, LLC; Palisades SMR, LLC; Pioneer Units 1 and 2; Environmental Assessment and Finding of No Significant Impact

The U.S. Nuclear Regulatory Commission (NRC) is issuing an environmental assessment (EA) and finding of no significant impact (FONSI) for an exemption requested by SMR, LLC on behalf of Palisades SMR, LLC (Palisades SMR), associated with certain excavation support activities for the proposed dual-unit SMR-300 plant, Pioneer Units 1 and 2, at the Palisades Energy Center in Covert, Michigan. Specifically, Palisades SMR is requesting an exemption, pursuant to NRC regulations, to allow for construction of support of excavation (SOE) walls during SMR-300 excavation and prior to issuance of a Limited Work Authorization (LWA), if approved. Based on the analyses presented in the EA, the NRC staff determined that there would be no significant environmental impacts associated with granting the requested exemption.
