The Department of Defense, General Services Administration, and National Aeronautics and Space Administration have decided to withdraw six proposed rules. These rules appeared between 1989 and 1992 and have subsequently been determined to be unnecessary, incorporated into other rules, or need further review.

General Services Administration Property Management Regulation (GSPMR): Nondiscrimination in Programs Receiving Federal Financial Assistance

The General Services Administration (GSA) revises its regulations implementing Title VI of the Civil Rights Act of 1964 (Title VI) and moves those regulations from the Federal Property Management Regulations (FPMR) to the General Services Administration Property Management Regulations (GSPMR). Title VI prohibits discrimination on the basis of race, color, or national origin in programs or activities receiving Federal financial assistance. This final rule updates GSA's Title VI regulations to reflect current statutory interpretation, applicable executive orders, and government- wide regulatory structure. This final rule also improves clarity, consistency, and administrative efficiency. These revisions align with changes made by the U.S. Department of Justice (DOJ) to its Title VI Regulations.

This agenda provides summary descriptions of regulations being developed by the Federal Acquisition Regulatory Council in compliance with Executive Order 12866 "Regulatory Planning and Review, as reaffirmed and amended in Executive Order 13563, "Improving Regulation and Regulatory Review." The General Services Administration (GSA) is publishing a technical amendment to effectuate the rule published March 6, 2026. That published rule required clarifying edits in the amendatory instructions in order to facilitate the removal of GSA's regulations from the government-wide Federal Property Management Regulation (FPMR) and the addition of those regulations into the General Services Administration Property Management Regulations (GSPMR).

OFPP, DoD, GSA, and NASA (collectively referred to as the Federal Acquisition Regulatory Council or FAR Council) are proposing to amend the Federal Acquisition Regulation (FAR) to implement Executive Order (E.O.) 14275, Restoring Common Sense to Federal Procurement. The E.O. directs the elimination of excessive acquisition regulations to stop the inefficient use of American taxpayer dollars. The FAR Council is issuing twelve proposed rules that collectively will streamline the FAR in its entirety. This rule proposes revisions to FAR parts 1, 2, 4, 33, 39, 40, 52, and 53.
