In response to a request from the American Honey Producers Association and the Sioux Honey Association (collectively "Petitioners"), the Department of Commerce ("Department") initiated an anticircumvention inquiry pursuant to section 781(d) of the Tariff Act of 1930, as amended ("the Act") to determine whether blends of honey and rice syrup should be considered subject to the antidumping duty order on honey from the People's Republic of China ("PRC") \1\ under the later-developed merchandise provision. ---------------------------------------------------------------------------
