The Immigration and Naturalization Service (the Service) is proposing to amend its regulations relating to the naturalization of children born to or adopted by United States citizens abroad. This rulemaking is necessary to incorporate changes to the citizenship transmission requirements under section 322 of the Immigration and Nationality Act.
