Highway Safety Programs; Model Specifications for Screening Devices to Measure Alcohol in Bodily Fluids

This notice proposes Model Specifications for the performance and testing of alcohol screening devices. These devices test for the presence of alcohol, and may use breath or other bodily fluids, such as saliva, to do so. NHTSA is proposing these specifications to support State laws that target youthful offenders (i.e., ``zero tolerance'' laws) and the Department of Transportation's regulations on Alcohol Misuse Prevention, and in recognition of industry efforts to develop new technologies (i.e., non-breath devices) that measure alcohol content from bodily fluids. A Conforming Products List (CPL) will be published identifying the devices that meet NHTSA's Model Specifications. The CPL can serve as a guide for those interested in purchasing devices that screen for the presence of alcohol.

Agency Information Collection Activities; Submission to the Office of Management and Budget for Review and Approval; Request for Comment; Event Data Recorders

In compliance with the Paperwork Reduction Act of 1995 (PRA), this notice announces that the Information Collection Request (ICR) summarized below will be submitted to the Office of Management and Budget (OMB) for review and approval. The ICR describes the nature of the information collection and its expected burden. NHTSA seeks comment on a reinstatement of a previously approved information collection regarding event data recorders (EDRs). EDRs are devices voluntarily equipped in vehicles that record technical data related to vehicle operation and safety system performance. A Federal Register Notice with a 60-day comment period soliciting comments on this information collection was published on July 22, 2025. NHTSA received one public comment that was not relevant to the information collection request.

Denial of Motor Vehicle Defect Petition, DP25-001

This notice sets forth the reasons for the denial of a defect petition (DP25-001) submitted by Mr. Luis Armando Vega on August 14, 2025, requesting that the Agency initiate a safety defect investigation into premature degradation and detachment of the plastic underbody shields on Model Year (MY) 2020 Ford Explorer vehicles manufactured by Ford Motor Company. After conducting a technical review of the petition and other information, NHTSA's Office of Defects Investigation has concluded that that the issues raised by the petition do not warrant a defect investigation at this time. Accordingly, the Agency has denied the petition.

Agency Information Collection Activities; Notice and Request for Comment; Consolidated Labeling Requirements for Motor Vehicles (Except the VIN)

The National Highway Traffic Safety Administration (NHTSA) invites public comments about our intention to request the Office of Management and Budget (OMB) approval to reinstate with modification an information collection. Before a Federal agency can collect certain information from the public, it must receive approval from OMB. Under procedures established by the Paperwork Reduction Act of 1995, before seeking OMB approval, Federal agencies must solicit public comment on proposed collections of information, including reinstatement and modification of previously approved collections. This document describes a collection of labeling information on nine Federal Motor Vehicle Safety Standards (FMVSS) for which NHTSA intends to seek OMB approval. The labeling requirements include brake fluid warning for vehicles with a GVWR greater than 3,500 kilograms (7,716 pounds), brake fluid warning for vehicles with a GVWR of 3,500 kilograms (7,716 pounds) or less, glazing labeling, air bag warning labels, seat belt labeling, compressed natural gas (CNG) vehicle fuel label, CNG fuel container labels, hydrogen fueled vehicle fueling label, and hydrogen fuel container labels. Denial of Motor Vehicle Defect Petition

This notice sets forth the reasons for the denial of a defect petition submitted by Costas Lakafossis ("Petitioner") to NHTSA's Office of Defects Investigation (ODI) requesting that the Agency recall all Tesla vehicle models produced from 2013 to the present due to what the Petitioner considers to be the increased likelihood of pedal misapplication. According to Petitioner, the differences in the operator controls between the subject Tesla vehicles and internal combustion engine (ICE) powered vehicles promote driver pedal misapplication, leading to sudden unintended acceleration (SUA) incidents. Having reviewed the information submitted by Petitioner and Tesla, as well as data within its own files, NHTSA has denied the petition because the conditions described therein do not indicate the presence of a safety defect in the subject vehicles.

Daimler Coaches North America, LLC, Denial of Petition for Decision of Inconsequential Noncompliance

Daimler Coaches North America, LLC (DCNA), a subsidiary of Daimler AG, has determined that certain model year (MY) 2012-2019 Setra S407 and MY 2009-2020 Setra S417 buses do not fully comply with Federal Motor Vehicle Safety Standard (FMVSS) No. 101, Controls and Displays. DCNA filed a noncompliance report dated July 15, 2020 and amended its report on July 16, 2020 and March 24, 2021. DCNA petitioned NHTSA (the "Agency") on August 4, 2020 for a decision that the subject noncompliances are inconsequential as they relate to motor vehicle safety. On October 1, 2020 DCNA submitted an amended petition to the Agency. Additionally, DCNA submitted supplemental information to NHTSA on February 5, 2021, March 5, 2021, and March 25, 2021. Zoox-Receipt of Application for Temporary Exemption From Various Requirements of the Federal Motor Vehicle Safety Standards for an Automated Driving System-Equipped Vehicle; Request for Comment

Zoox, Inc. ("Zoox") has petitioned NHTSA for a temporary exemption from certain requirements in eight Federal Motor Vehicle Safety Standards (FMVSS) applicable to its passenger car equipped with an automated driving system (ADS). Specifically, Zoox seeks exemption from portions of FMVSS No. 103, Windshield defrosting and defogging systems; FMVSS No. 104, Windshield wiping and washing systems; FMVSS No. 108, Lamps, reflective devices, and associated equipment; FMVSS No. 111, Rear visibility; FMVSS No. 135, Light vehicle brake systems; FMVSS No. 201, Occupant protection in interior impact; FMVSS No. 205, Glazing materials; and FMVSS No. 208, Occupant crash protection. NHTSA is publishing this document in accordance with statutory and administrative provisions and seeks comment on the merits of Zoox's exemption application and on potential terms and conditions that should be applied to a temporary exemption if granted. After receiving and considering public comments, NHTSA will make a decision on the merits of the application and will publish a notice in the Federal Register setting forth NHTSA's reasoning for either granting or denying the petition.
